Isn't this God the Father saying that Jesus is God the Son?

That's just one of numerous places that shows that Jesus is the son of God and God the Son. The entire first chapter of Hebrews is a VERY powerful witness to this, as well, along with John 3:16, and the place where God said, "This is my beloved Son in whom I am well pleased", for starters.
